1. On May 19th, the State Council released Made in China 2025 Plan to promote development of a manufacturing power and draw a roadmap for the future of manufacturing, which will be a guideline of improvement of manufacturing in 10 years.
MPI’s comments: The steel industry is an important part of the manufacturing sector, which represents comprehensive strength of the whole nation. There are seven tasks to be completed for the steel industry to achieve transformation and upgrading such as product mix upgrading, customer-oriented manufacturing, innovation drive, environmental friendly development, smart manufacturing, industrial structure adjustment as well as internationalization.
2. On May 25th, the Ministry of Industry and Information Technology of the PRC issued Standardized Condition of the Steel Industry (revision 2015) and Standardized Management Rule of the Steel Industry. The new version of Condition will be implemented from July 1st, 2015.
According to the revised Condition, newly added capacity should be controlled strictly. Especially in Beijing, Tianjin, Hebei, Yangtze River Delta and Pearl River Delta, capacity should be reduced or upgraded. It is not permitted to establish new independent iron making, steel making and hot rolling enterprises. Emission reduction facilities should be equipped for each production line. Moreover integration of industrialization and information technology will be promoted to improve level of smart production of steel companies.
MPI’s comments: The revised Condition put forward stricter requirements on environmental protection and resources utilization, which will help reduce emission, improve resources utilization rate, as well as create a fair competition market. The revised Condition, considering actual practice of steel companies, is much easier to be operated and executed.
